Details
s/SKIP/DISABLED/ or something to match general mozilla parlance. Probably add suite-specific logic for logging helpful information about how to enable a test.

I'm not sure we should change SKIP to DISABLED now, but we could still make suite-specific patches to tell people how to enable the tests again. Maybe that should get one bug per suite since there won't actually be any mozlog changes.
